What's the fine for towing an overweight caravan in Australia?

Penalties vary by state and severity, but minor overweight breaches (under 10% over GVM, GCM or ATM) typically attract fines between $200 and $575 plus 3 demerit points. Severe risk breaches — usually 20% or more over mass — start around $1,873 in NSW/ACT, rise to $2,876 in Queensland, and can trigger a court appearance, vehicle immobilisation, and licence suspension.

Does my car insurance cover an overweight caravan crash?

Generally no. Most Australian comprehensive policies (RACV, NRMA, AAMI, Allianz, Suncorp, CGU) exclude claims where the vehicle or trailer was operated outside its legal mass limits. A single weighbridge ticket showing the rig was over GCM at the time of a crash is usually enough for insurers to deny both vehicle and third-party property damage claims.

Will the police actually weigh my caravan on the highway?

Yes. Transport inspectors and police operate portable scales at established sites (Pacific Hwy, Hume Hwy, Bruce Hwy, Eyre Hwy, Stuart Hwy) and at pop-up checkpoints during school holidays and long weekends. They can also direct any combination over 4.5 t GCM to a fixed weighbridge under the Heavy Vehicle National Law.

What counts as 'overweight' — GVM, GCM, ATM or all three?

All three. A rig can be illegal because the tow vehicle exceeds its GVM (kerb + payload + tow-ball download), because the caravan exceeds its ATM (its own placarded maximum), or because the combination exceeds the tow vehicle's GCM (vehicle + trailer mass). Inspectors weigh each axle and check all three numbers — you only need to fail one to be fined.

Can I lose my licence for towing overweight?

Yes. Severe risk breaches (commonly 20% or more over mass) can carry 4–6 demerit points in a single offence. Combined with a typical 100 km/h tow speed exceedance, drivers regularly tip over their demerit threshold. Suspension is also a direct outcome of court-imposed penalties for the worst breaches.

How do I make sure my caravan setup is legal before a trip?

Weigh the loaded rig at a public weighbridge before each long trip and compare the result against the tow vehicle's GVM and GCM and the caravan's ATM plate. Use the Know My Tow calculator to model your payload, water, gas and tow-ball download before you load — it's the fastest way to spot a breach before an inspector does.

Am I legally allowed to tow a caravan on my licence?

A standard Australian car licence (Class C) lets you tow any trailer or caravan up to 4.5 t GCM, provided you're not on a learner or P1 restriction that prohibits towing in your state (most notably NSW P1 holders can't tow for hire). Above 4.5 t GCM you need a Light Rigid (LR) or higher heavy-vehicle licence. Always check your state's licence conditions before towing a heavy caravan.

Do you need electric brakes to tow a caravan in Australia?

Yes, once the loaded trailer exceeds 750 kg ATM it must have its own brakes, and over 2,000 kg ATM those brakes must be controlled from the driver's seat — in practice that means electric (or electric-over-hydraulic) brakes wired to an in-cab brake controller. Towing a >2 t caravan without a working controller is an instant defect and fine in every state.

Can you tow a caravan without electric brakes?

Only if the trailer's loaded ATM is under 2,000 kg. Between 750 kg and 2,000 kg ATM the trailer can use mechanical override (surge) brakes instead of electric. Above 2,000 kg ATM, electric or electric-over-hydraulic brakes plus a driver-operated controller are mandatory under Australian Design Rule 38.

Are towing mirrors a legal requirement when towing a caravan?

Yes. Every Australian state requires the driver to have a clear view down both sides of the caravan to a point at least 20 metres behind the rig. If the caravan is wider than the tow vehicle (almost always), you must fit extension towing mirrors. Driving without them is a defect notice plus a fine in NSW, Vic, Qld, SA, WA, NT, Tas and the ACT.

Is it legal to tow a caravan and a boat at the same time (double tow)?

Double-towing rules vary. It's legal in WA, NT, SA and parts of QLD with combination length and licence conditions, but it's banned outright in NSW, Victoria, Tasmania and the ACT for standard car licences. Maximum combination length is typically 19 m, and the second trailer usually needs its own brakes. Always check the road authority in every state you'll cross.

Are you allowed to sit inside a caravan while it's being towed?

No. It's illegal in every Australian state and territory to ride inside a caravan, camper trailer or any towed trailer while it's moving. Penalties apply to both the driver and the passenger and typically start around $300 plus demerit points.

Does my car insurance cover me while towing a caravan?

Comprehensive car insurance generally covers third-party damage you cause while towing, but it doesn't cover damage to the caravan itself — you need a separate caravan insurance policy for that. Cover is also voided if the rig is overweight, the driver isn't licensed for the combination, or the trailer wasn't roadworthy at the time of the incident.

What documents and equipment must I carry when towing a caravan?

A current driver's licence valid for the GCM of the combination, the caravan's registration label (or digital equivalent), working trailer lights, properly rated safety chains and shackles, a rated tow bar and tongue, extension towing mirrors, and a working brake controller for any trailer over 2,000 kg ATM. Inspectors can ask to see all of these at a roadside check.
